MB explained that he and a deputy had attended the first two meetings on behalf of the IFE. Comments are invited as it is important that the IFE's views are channeled clearly into this process as it will require focus and direction. What do we think are the key headline issues that need be sorted out in respect of fire safety?
RC stated that there was a meeting between Sir Ken Knight and the Government regarding the future of the UKFRS but was unsure what was planned for the other streams. There was a general discussion and it was agreed that we should only contribute headline issues for the Government to consider rather than get involved in the detail. Perhaps we should involve the IFE membership to ask for topics? AT suggested that we pen something for the IFE membership to list all the streams and ask what are the headline issues to be addressed. TSAG need to form a small team to deal with the issue and prepare a short article of the FMJ, web site and email with a consultation style request. RC to precise a document for MB

Dear All,
ReplyDeleteA "government response" report on Fire Futures is available for download on the CLG website at http://www.communities.gov.uk/publications/fire/firefuturesresponse.
Bits of it make an interesting read. Especially these bits (which sounds like a plan to further devolve responsibility to the commercial sector):
A.38
In relation to reducing fire risk through the built environment, improvements can be made through better application of what is already known, and a better understanding of fire behaviour and building response to fire is required
A.39
In relation to reducing risk through the built environment, there needs to be improved compliance with regulation, legislation and industry driven best practice
A.40
Industry could take on responsibility for awareness of fire safety amongst building designers, constructors, owners and occupiers
A.41
The Fire and Rescue Service continue to enforce the Fire Safety Order but may wish to delegate some aspects to private sector experts in the longer term
A.42
Industry associations are ideally placed through their contacts with members to act as watchdogs on progress/problems in enforcement of Fire Safety Order regulations
The response takes forward the public service reform agenda for the fire and rescue sector. It sets out the principles that will guide future delivery of fire and rescue services.
ReplyDeleteHaving read through the document's, I have identified what in my opinion are a few suggested areas for TSAG/IFE involvement:
• Establishing and opening channels with DCLG Fire, Resilience and Emergencies Directorate (FRED) to contribute to the development of the next National Framework document to re-set the relationship, enhance accountability, set out citizen’s rights and expectations, and define roles in resilience including appropriate assurance mechanisms.
• Identifying areas where barrier busting and enabling are needed by government.
• Contributing to the exploration with Govt and other sector representatives scope for taking a greater stake in the ownership and/or running of the Fire Service College.
I think that as a group TSAG would be well placed to contribute considering the group consists af a wide range of fire sector stakeholders, and is well established.
Please let me know what the view of the rest of the group is on this as I know that the built envirnment aspect is also a potential area for input. We have an opportunity here to reshape the future of the fire sector as a whole and the IFE/TSAG should I think be high on the Governments list of groups to contact and liaise with regarding the way forward.
